New Tasks not following !1, !2, etc. as I mark it
When I add a new task to a role list I add !1, !2, !3, etc. to specify what quadrant it should be assigned to, but no matter what I enter it assigns it as Quadrant 2.

Yes it is by design because a task under a role is called a goal, and by definition, a goal is important.
