Moving list functionality is broken

Instead of dragging and dropping lists within the parking lot, we have to select a number to order the lists.

However, this is broken. Selecting position 1 sometimes moves it to position 1, sometimes not. Moving a list from position 1 somewhere else seems to randomly place it wherever it decides. I cannot currently move my lists into any kind of order at all.
