Adding specific time to new task/event on web/desktop doesn't work.

There is no good way to do this from desktop on the web. entering in the time just creating a random set of numbers no matter what time I input, and dragging across the timeline is impossible to actually see where I'm dropping the time, and then when I do drop it it shows 24hr time.
