Journal timestamp is UTC-based?

Hi,

I have just created my first journal entry at around 10am AEST. The journal entry is marked as 'about 10 hours ago' - which correlates to UTC time being ~12am.

I suspect that my local time is being submitted with the journal entry, then read as UTC rather than the TZ it was saved with?
