High impact taks bug: when a new role-less task created, it is missing after the browser refresh

Recreate bug:

- Create a new High Impact task with no assigned role.
- Add some data to it (comments, for example)
- Refresh the browser
- See no task avaliable in the "High Impact Task" block

The behaviour does not persist when you add a role to the task (either on creation or after the task has been create as a role-less and get the role assigned) - with any role assigned, the task is stored properly and browser refresh does not affect it.
